课程介绍
为贯彻落实应急管理部安全生产基础司“关于征求《特种作业实际操作考评手册（征求意见稿）》意见的函”文件精神，实施高危行业领域安全技能提升行动计划，组织化工、矿山等高危行业企业从业人员和各类特种作业人员普遍开展安全技能培训，严格执行从业人员安全技能培训合格后上岗制度。根据《广西壮族自治区应急管理厅办公室关于印发《特种作业实际操作考评手册（试行）》的通知》等文件，打造典型示范、区域共享的特种作业（高压电工）操作技能实训平台。坚持以国家政策、法规、法律为准绳，以规程、标准为依据，开展高压电工作业（安全技术）培训。
Course Introduction
In order to implement the spirit of the "Letter on Soliciting Opinions on the 'Practical Operation Evaluation Manual for Special Operations (Draft for Comments)'" issued by the Safety Production Foundation Department of the Ministry of Emergency Management, and to implement the action plan for improving safety skills in high-risk industries, we will organize employees in high-risk industries such as chemical and mining, as well as various types of special operation personnel, to carry out safety skills training universally, and strictly implement the system of employees who pass the safety skills training before taking up their posts. According to the notice issued by the Office of the Emergency Management Department of Guangxi Zhuang Autonomous Region on the issuance of the "Practical Operation Evaluation Manual for Special Operations (Trial)" and other documents, a typical demonstration and regionally shared special operation (high-voltage electrician) operation skills training platform will be created. Adhere to national policies, regulations, and laws as guidelines, and based on regulations and standards, carry out training on high-voltage electrical operations (safety technology).
This course is intended for training and practice before the qualification certification of high-voltage electrical operations for special operation personnel. The theoretical part of high-voltage electrical work (safety technology) mainly includes policies, documents, regulations, standard interpretations, and knowledge of high-voltage electrical safety technology. The actual operational skills mainly include subject one (5), subject two (29), subject three (2), subject four (5), etc.
In order to achieve school enterprise cooperation, co construction and sharing, our school has cooperated with Guangxi Power Grid Company to jointly build a demonstration worker training base in the autonomous region. The construction of high-voltage electrical operation (safety technology) resources has received strong support from Guangxi Power Grid Company, and we express our gratitude.
本课程用于特种作业人员高压电工作业操作资格考证前的培训与练习。高压电工作业（安全技术）理论部分主要内容有政策、文件、规程、标准解读及高压电工安全技术知识。实际操作技能主要有科目一（5个）、科目二（29个）、科目三（2个）、科目四（5个）等。
为实现校企合作共建共享，我校与广西电网公司合作共建自治区示范性职工培训基地，高压电工作业（安全技术）资源建设得到广西电网公司大力支持，表示感谢。

李含霜
广西电力职业技术学院 ｜ 电力工程学院 ｜ 副教授
课程负责人，李含霜：副教授/高级技师，自治区高级考评员（高压、低压电工），自治区中级双师教师，曾是电力系统自动化技术专业负责人，具有30职业教育教学工作经历。曾获自治区“优秀共产党”、“自治区优秀班主任称号”、“学院十佳教师”、 “优秀教师”、“优秀共产党员”等荣誉称号。
参与制定《广西特种作业考评标准》，并作为高压电工作业项目负责人，主持编写修订《特种作业实际考评手册》（高压电工作业分册），负责项目培训标准和培训考核视频开发修订、教学教案编写及PPT制作，场地建设。近年主要参与自治区级教育教学改革课题3项。第一作者发表论文8篇，撰写来联合专著1本。
2022年至2024年，梧州市、百色市、防城港市应急管理局聘为复核专家，多次到梧州市、百色市、防城港市安全培训机构、安全生产资格考试点进行现场检查。对安全培训机构、安全生产资格考试点的档案、培训及考试场地、设备进行详细检查，就存在的问题，提出整改建议和意见。
Li Hanshuang: Associate Professor/Senior Technician, Senior Assessor in the Autonomous Region (High Voltage and Low Voltage Electrician), Intermediate Double Teacher in the Autonomous Region, former head of the Power System Automation Technology major, with 30 years of experience in vocational education and teaching. Has been awarded honorary titles such as "Outstanding Communist Party Member", "Outstanding Class Teacher of the Autonomous Region", "Top Ten Teachers of the College", "Outstanding Teacher", and "Outstanding Communist Party Member" in the autonomous region.
Participated in the development of the "Guangxi Special Operations Evaluation Standards" and served as the project leader for high-voltage electrical operations, leading the compilation and revision of the "Practical Evaluation Manual for Special Operations" (high-voltage electrical operations booklet), responsible for project training standards and training assessment video development and revision, teaching plan writing and PPT production, and site construction. In recent years, I have mainly participated in three education and teaching reform projects at the autonomous region level. The first author has published 8 papers and co authored 1 monograph.
From 2022 to 2024, the emergency management bureaus of Wuzhou City, Baise City, and Fangchenggang City hired review experts to conduct on-site inspections at safety training institutions and safety production qualification examination points in Wuzhou City, Baise City, and Fangchenggang City multiple times. Conduct a detailed inspection of the archives, training and examination venues, and equipment of safety training institutions and safety production qualification examination points, and propose rectification suggestions and opinions on existing problems.

教学方法
课程主要采用的教学方法有讲授法+演示法+练习法
课程依据《特种作业实际操作考评手册》高压电工作业分册（试行），分为四个模块，33个教学项目，教学中主要是课前老师布置教学任务，学生在课程网站预习，学习PPT和观看教学视频。课中老师根据学生预习情况，重点解决学生的问题，讲解项目操作主要步骤和注意事项，进行项目操作演示，然后学生分组练习。老师根据学生练习中存在的问题进一步强化，最后进行项目考核。
The main teaching methods used in the course include lecture, demonstration, and practice
The course is divided into four modules and 33 teaching items based on the "Practical Operation Evaluation Manual for Special Operations" high-voltage electrician operation booklet (trial). During teaching, the main tasks are assigned by the teacher before class, and students preview, learn PPT, and watch teaching videos on the course website. During class, the teacher focuses on solving students' problems based on their preview situation, explains the main steps and precautions of project operation, conducts project operation demonstrations, and then students practice in groups. The teacher further strengthens based on the problems found in the students' exercises, and finally conducts project assessments.

2024年是广西壮族自治区应急管理厅执行《特种作业实际操作考评手册》高压电工作业分册（试行）第一年，教学团队利用课程网站的资源，对2022级学生进行考证培训，通过理论考试的300名学生，都顺利通过实操考核，取得《高压电工作业证》。
